1September, 1994, with the approval of the Municipal State-owned Assets Office, the Municipal Construction Committee and the Municipal Bureau of Landscape Architecture, authorized to operate the state-owned assets of the member units of the Garden Group.
1995 was included in the Shanghai modern enterprise system pilot, and 1997 was included in the enterprise group pilot unit of the Ministry of Construction.
