Although the construction of China-Myanmar crude oil pipeline has experienced many ups and downs in the past four years, the so-called American factor has always been around, but now, as the largest industrial investment project in Yunnan since the founding of the People's Republic of China, the China-Myanmar oil and gas pipeline project has been formally finalized on March 26, and the Chinese and Myanmar governments have formally signed the Government Agreement on the Construction of China-Myanmar Crude Oil and Natural Gas Pipeline.

At the invitation of General Tihadu Aden Aung Wu Min, First Secretary of Myanmar Peace and Development Council, China The Politburo Standing Committee (PSC) Li Changchun visited Myanmar from March 25th to 29th. According to the project design, the China-Myanmar oil and gas pipeline transports oil from the Middle East and Africa from the Indian Ocean to Sittwe Port in Myanmar by ocean tankers, and then passes through Mandalay in Myanmar and Ruili in Yunnan, and reaches Kunming in Yunnan through a 900-kilometer-long oil pipeline. At the same time, Myanmar's offshore natural gas reserves are considerable. According to the data, Myanmar's natural gas reserves rank tenth in the world, with proven natural gas reserves of 2.54 trillion cubic meters and proven crude oil reserves of 3.2 billion barrels. In recent years, Myanmar has produced more than 40 million barrels of crude oil and more than 8 billion cubic meters of natural gas every year, and exported more than 5 billion cubic meters of natural gas.

The promotion of the China-Myanmar oil and gas pipeline project has attracted great attention from oil-producing countries such as the Middle East. At present, Kuwait has proposed to participate in pipeline operation in some way.

According to the plan of PetroChina, after the crude oil from the Middle East or Africa arrives in Kunming, it will be necessary to build an oil refinery near Kunming to process the crude oil imported through the above pipelines. The first-phase oil refining capacity is 20 million tons/year, and the supporting construction of ethylene chemical industry is 654.38+0 million tons/year. So far, PetroChina and relevant parties in Yunnan Province have not publicly made a formal reply to the location of the refining base. Chongqing has been competing with Kunming for an oil refining base. Although it is a long way from Kunming to Chongqing, Chongqing officials have never concealed their desire for an oil refining base. Chongqing has also made a lot of basic preparations for oil collection.

After the finalization of the China-Myanmar oil pipeline project, there is still suspense about whether the pipeline will end in Kunming or Chongqing. If the pipeline reaches Chongqing, how to distribute the crude oil transported by pipeline between Kunming and Chongqing is not a pediatrician.

The exciting China-Myanmar oil pipeline project has been finalized. However, the differences between Kunming and Chongqing on the location of the pipeline still need to be answered. Chongqing believes that the pipeline only goes to Kunming, which cannot fully guarantee the national energy security. Kunming has geographical advantages.
