Xinhua News Agency, Beijing, March 27th (Reporter Lu Xiaoming) Eight aluminum plants in China signed a letter of commitment in Beijing on the 27th, promising to completely eliminate 450,000 tons of aluminum electrolysis capacity with high energy consumption and high pollution by the end of 2005, becoming the first batch of enterprises to respond to the "Joint Action Plan for Eliminating Backward Self-baking Cell Process in Aluminum Electrolysis" advocated by China Nonferrous Metals Industry Association.
The eight aluminum plants are Yunnan Aluminum Co., Ltd., Fushun Aluminum Plant, Chinalco Shandong Branch, Baotou Aluminum Group, Qingtongxia Aluminum Group, Lanzhou Aluminum Co., Ltd., Lanzhou Liancheng Aluminum Co., Ltd. and Tongchuan Guangxin Aluminum Co., Ltd., and the electrolytic aluminum production capacity of these eight aluminum plants is 6.5438+0.04 million tons, accounting for about 5.3 million tons of the national aluminum plants.
It is understood that the asphalt volatiles, fluorine, dust, sulfur dioxide and other harmful substances discharged from the self-baking tank during aluminum electrolysis far exceed the comprehensive emission standard of air pollutants approved by the State Environmental Protection Administration. Besides serious pollution, compared with the advanced prebaked cell process, the self-baking cell still has some shortcomings, such as low production efficiency, high material and energy consumption, and poor product quality.
At present, China's electrolytic aluminum production capacity and output rank first in the world, which not only meets the needs of domestic economic development, but also has become a net exporter of primary aluminum and aluminum alloys. The capacity of self-baking cell accounts for a quarter of the total capacity of electrolytic aluminum, which is extremely disproportionate to the status of China's electrolytic aluminum producing country.
Kang Yi, president of Nonferrous Metals Association, pointed out that the elimination of self-baking cells is of great significance for strengthening environmental pollution control, speeding up the adjustment of process structure, comprehensively improving the level of aluminum electrolysis industry and enhancing international competitiveness.
Wang Jirong, deputy director of the State Environmental Protection Administration, welcomed the actions of eight aluminum plants and hoped that the self-baking cells would be eliminated one or two years earlier than the promised end of 2005 in actual operation. Tian Yong, general manager of Yunnan Aluminum, who spoke on behalf of eight aluminum plants, immediately said that Yunnan Aluminum will eliminate all self-baking cells before June 30 this year.
