State-owned shares refer to the shares formed by state-authorized investment institutions or state-authorized investment departments investing in companies with state-owned property. State-owned legal person shares refer to shares formed by state-owned enterprises, state-owned enterprises and social organizations investing in companies independent of themselves with their legally disposable property. Both of them are state-owned shares and are supervised by the state-owned assets management department. However, due to different specific investors, there are also differences in equity management. In order to strengthen the supervision of state-owned shares of companies, the state has successively formulated the Implementation Opinions on the Management of State-owned Shares in Joint-stock Pilot Enterprises and the Interim Measures for the Management of State-owned Shares of Joint-stock Companies. State-owned shares refer to shares invested by departments or institutions with the right to invest on behalf of the state (including state-owned shares converted from existing assets). Since most of China's joint-stock enterprises are reformed from large and medium-sized state-owned enterprises, state-owned shares account for a large proportion of the company's shares. Through reorganization, various economic sectors can coexist in the same enterprise, while the state can control more resources with less funds by holding shares, thus consolidating the dominant position of the state.

According to the different investors, state-owned shares are divided into four types: state-owned shares, legal person shares, individual shares and foreign shares.
