In short, only vehicles that have obtained road transport permits are road transport business vehicles, and they can engage in road transport business activities within the approved scope.
It is difficult to supervise the leasing company now because the traffic police are not involved. Many rental companies use private cars to rent cars. The law in this respect is still blank, and the traffic police and transportation management are also arguing about this issue. If the car rented by the leasing company is legal, then the car has to be counted as an operating car, so the car will have to be scrapped after eight years. In the meantime, there is a scope of authority, which administrative unit is in charge and how to manage it, and the law is still blank.
Operation and non-operation are managed by the transportation management department. As long as you don't go to the streets to solicit customers for illegal operation, the transportation management can't control it, as long as you pay the road maintenance fee. For the traffic police, as long as the procedures are complete, they can pass, and the illegal traffic police can't control it.
Because the leasing company has a business license, it can rent a car. Non-operating vehicles can't be rented. There is no such provision in law, so there is no way to enforce it.
These problems will be solved when the law is gradually improved.
