After Bloom founded ctOS, a group of hackers called themselves DedSec. They warned the public that this network system would bring danger to Chicago. They think they are protecting the privacy of the city, but for most Chicago residents, DedSec is a nuisance.
Members of DedSec believe that citizens put too much personal information on the Internet, which enables Bloom to openly commercialize this information for profit. So they invaded the CTO, rose the bridge, and got stuck in traffic. They tried to create various problems to "wake up the people". Their ultimate goal may be to shut down the system completely and expose the background data to the world.
However, Aidan doesn't think they are a group of troubles. He used them as tools to achieve his goals. Aidan was able to take advantage of the route invaded by DeSec, and let the members of DeSec notice him. Aidan refused to join them, and only BadBoy 17 (Clara) stood by Aidan in the organization. At the same time, DedSec is not sure about Aidan, but they think Aidan has great potential.

Bloom Corp.
Fundamentally speaking, Bloom is not a "bad guy", and neither is ctOS system. This is a development team, ctOS is just a program. Bloom tried to create a smarter world and make people's daily lives easier. Everything looks beautiful, but if you dig deeper, you will find some evil motives.
Bloom started out as a simple development team. Someone inside Bloom has another plan, adding an unnecessary program to CTO, and they can't tell what this program does. Bloom did not publicly declare that he would put this program into the system. But someone in the company will. This program allows people to access personal information and tamper with it. This is also the reason why DedSec opposes CTO.
Bloom is not a completely innocent company from the outside world. They pay a lot of money to hire mercenaries with tainted backgrounds to protect their facilities. However, most citizens still support Bloom. They really help people live more easily.
Both DedSec and Bloom are in the gray area. DedSec's behavior is annoying, but they are the people who really understand the reason for doing so in the city. Blooming makes people's lives better, but it also has many dark sides.
Black governor
