1. Application and review. After the project is put on record, the loan application materials shall be submitted to the Municipal Energy Conservation and Emission Reduction Center with the identity certificate of natural person, personal assets certificate or business license and other relevant documents. After passing the preliminary examination and review of the municipal emission reduction center, the bank and the guarantee company will conduct the guarantee audit simultaneously, and the bank and the district/county finance bureau will provide audit opinions.
2. Review and sign the contract. The guarantee company shall complete the guarantee audit and sign the guarantee contract within 5 working days after receiving the audit opinions and relevant materials from the bank.
3. Loan issuance: The bank will allocate the loan by stages according to the progress. After the project passed the special acceptance of the Municipal Energy Conservation and Emission Reduction Center and went through the relevant mortgage procedures of the guarantee company, the bank issued the last loan.
