Project charter:
Making the project charter is a process of making a formal approval document for a project or stage, and recording the preliminary requirements that can reflect the needs and expectations of project stakeholders. In multi-stage projects, this process can be used to determine or optimize the relevant decisions made in the previous process of formulating the project charter.
It establishes a partnership between the project execution organization and the project sponsor organization (or the customer, if it is an external project). The approval of the project charter marks the official start of the project. In the project, the project manager should be determined and appointed as soon as possible, preferably when the project charter is formulated, at the latest before the planning begins. The project manager should participate in and specify the project charter, because the project charter will authorize the project manager to use organizational resources in project activities.
The project is approved by someone outside the project, such as the sponsor, PMO (Project Management Office) or the steering committee of the project team. The project sponsor or sponsor should have certain authority to provide funds for the project. They personally prepare the project charter or authorize the project manager to prepare it on their behalf. The articles of association of the project shall be signed by the sponsor, indicating that the project has been approved.
