The qualification grades of real estate appraisal institutions are divided into one, two and three levels. The State Council construction administrative department is responsible for the qualification license of first-class real estate appraisal institutions. The construction administrative departments of the people's governments of provinces and autonomous regions and the real estate administrative departments of the people's governments of municipalities directly under the Central Government are responsible for the qualification licensing of second-and third-class real estate appraisal institutions, and accept the guidance and supervision of the construction administrative departments of the State Council. Real estate appraisal institutions shall be funded by natural persons and established in the form of limited liability companies or partnerships.
