This nickname has to start from the "Quanzhou Port Renaming Dispute" a few years ago, when Xu Gang was in charge of Quanzhou. From June 5, 2008 to 10, considering the comprehensive development of Fujian ports, the Fujian Provincial Party Committee and the provincial government agreed in principle to the proposal of the Provincial Communications Department on the institutional integration of Meizhou Bay ports (mainly including Quanzhou and Putian). However, Xu Gang, who was in charge of Quanzhou, first agreed, then strongly opposed it because of the imbalance of interests, and took a series of abnormal measures to attract public attention, which led to "it is difficult to save orders" and later planned this riot.

At that time, the provincial leaders commented that Xu Gang was "too big to fail, but what could have been solved through communication would cause public opinion problems, and he did not talk about politics, discipline and rules".
