As the basic element and material foundation of economic and social development, land and resources are facing the game of all forces, and the management of land and resources is facing unprecedented pressure, which brings severe challenges to the traditional management methods and is also a realistic test of every cadre's ability and quality. In order to adapt to the new situation and tasks, and thoroughly implement the guiding spirit of the Fifth Plenary Session of the Seventeenth Central Committee of the Communist Party of China on "promoting the efficient use of land and space", the party group of the Department decided to improve the strict and effective working mechanism (hereinafter referred to as "two improvements" and "one mechanism") with the focus on improving the management level of land and resources and improving the service guarantee ability, and strive to build an excellent team to provide strong resource support for the construction of the Central Plains Economic Zone.

First, it is imperative to do a good job in the construction of "two improvements and one mechanism"

Strengthening the quality construction of land and resources management team around "two improvements" and "a set of mechanisms" and further enhancing the initiative, innovation and effectiveness of the work are not only determined by the prominent important position and role of land and resources under the new situation, but also the mission responsibility entrusted by the important strategic opportunity period of the Twelfth Five-Year Plan.

(A) to better perform the functions of land and resources management

The land and resources department is not only the manager of land and resources allocation, but also the law enforcer of land and resources protection, bearing multiple pressures and responsibilities. If the vertical and horizontal relationship and the "double insurance" relationship are not handled well, they will fall into a state of being at a loss and helpless, which will affect and restrict the overall development. Focusing on the construction of "two improvements and one mechanism", the basic essence lies in accurately grasping the role orientation, establishing a scientific concept of land and resources utilization, organically unifying the national interest requirements with the local development reality, organically unifying the red line, development and people's livelihood, organically unifying the management according to law and innovative management, expanding the working space with emancipating the mind and innovative measures, and ensuring that all functions of land and resources management are fulfilled in place and the "double guarantee" goal is successfully realized.

In view of the new situation and new tasks, the Ministry of Land and Resources put forward the requirements of "building first-class teams, cultivating first-class style and creating first-class achievements". The core requirements of important ideas and methods such as "four stresses", "three basics and one grasp" and "two changes and two suggestions" emphasized by the provincial party committee and the provincial government are to strengthen the pragmatic concept, improve the work style, improve the implementation ability, and do the team building and business work in a down-to-earth manner, so as to provide more powerful and effective services for the sustained and rapid economic and social development of Henan. Scientific overall planning of land and resources, timely guarantee of major projects, efficient use of limited resources, and practical guarantee of construction land and mineral resources for urban and rural development are the best actions for land and resources departments to implement the requirements of higher authorities' instructions, and are also the things that leaders expect most and the people benefit the most.

(3) Deeply solve the increasing pressure on resources.

Our province is different from other provinces, with a large population and less land, and the space for resource utilization is relatively limited. There is a big gap between the indicators of the construction land plan issued every year, and there is not much room for adjustment. According to the average annual increase of urbanization rate 1.5~ 1.7 percentage points, nearly 20 million people will move into cities and towns from now until 2020, and the pressure on construction land is very great. The problem of insufficient reserves of important minerals is also increasingly apparent, and resources in many places are beginning to dry up. Facing the rigid demand for land resources formed by the rapid economic and social development, we must solve the current "dilemma" situation and alleviate the pressure of resource shortage. Grasping "two improvements" and perfecting "a set of mechanisms" means increasing value-added benefits from scientific management, ensuring overall improvement, striving to manage resources scientifically, ensuring maximum benefits, and promoting the transformation of economic development mode from relying solely on resource consumption to relying on improving resource utilization efficiency, so as to truly provide sufficient resources for the sustainable economic and social development of the province.

(D) focus on building a high-quality land and resources management team.

The key to managing land and resources is to grasp human resources, turn quality advantages into development advantages, and ensure that high-risk industries are guarded by high-quality talents. In recent years, the vast number of cadres in the land and resources system of the whole province have actively adapted to the requirements of the times, actively pursued their actions, insisted on paying equal attention to protection and security, and combined supervision and service, and done a lot of fruitful work to promote economic and social development. The whole team is good. However, it must be noted that in the process of economic transformation and social transformation, the system, mechanism and legal system are not complete enough, and corruption cases involving land and mines are prone to occur frequently, and the situation of land and resources management is extremely severe. The reality tests the political quality and professional ability of our cadres, but the problems existing in the current organs, such as "unsuitable quality, irregular management, inadequate implementation and imprecise style of work", deserve our attention and solution. This is also the proper meaning for us to focus on "two improvements" and improve "a set of mechanisms", and it is also the fundamental solution to effectively curb corruption in the land and resources system from the quality and system level.

Adhering to the two-wheel drive of "two improvements", its essential connotation is the requirement of quality level, and its fundamental purpose is to build a land and resources management team with excellent comprehensive quality and reassuring the party and the people. Concrete decomposition, focusing on strengthening the "five abilities."

(A) to enhance the capacity of precision industry

Every comrade should love his post and be dedicated, diligently strive for perfection, think hard, concentrate on his own work, and always maintain a high-spirited enterprising spirit and work attitude. The personnel responsible for specific business are independent, proficient in laws and regulations related to land and minerals, and familiar with commonly used data, current situation and practical problems in the industry. They can dynamically control the total land supply, structure, layout, time sequence and the number, distribution, type and production capacity of mining rights at any time, and are good at integrating and utilizing policy advantages to solve the dilemma. There are several principals in the office of "ground chain" and "mine" in the hall, who should report their work clearly and put forward suggestions, so as to accurately grasp the spirit of superiors, quickly understand the intentions of leaders, find ways to solve problems, and do everything well. The office leaders in charge of coordination and cooperation are in place, with strong guidance and courage to be responsible. Strengthen the management of land and resources with new ideas and mechanisms, actively explore the management of land and mining rights trading market, and strive to form an open and transparent operation mode with unified rules, scientific procedures; Make new breakthroughs in implementing the strategy of saving priority, innovate the way of saving and intensive use of resources, effectively solve the urban expansion and industrial land demand, and strive for more cities and counties in our province to enter the ranks of saving and intensive demonstration cities and counties; A new breakthrough has been made in the construction of geological prospecting mechanism, and the opportunity of holding a meeting on promoting new prospecting mechanism in Henan Province has been firmly grasped, which has further promoted the geological exploration, protection and development of our province.
