In principle, competitive allocation methods such as bidding must be adopted, and national subsidy projects and subsidy standards should be optimized through project owner's declaration and competitive ranking. Market competition allocation and subsidy bidding for non-resident distributed photovoltaic projects are led by provincial energy authorities, and local and municipal energy authorities organize project declaration.
