Two, the bank should pay attention to the following matters:
1, whether the printed voucher is uniformly stipulated for bank acceptance bills;
2. Whether the bank acceptance bill exceeds the time limit for presentment for payment;
3. Whether the last endorser (that is, the holder) on the bank acceptance bill has opened an account with the bank;
4. Whether the signatures of the drawer, acceptor and endorser of the bank acceptance bill comply with the provisions;
5. Whether the items that must be recorded in the bank acceptance bill are complete, whether the amount, date and name of the payee of the bill have changed, and whether the changes of other items have the signature certificate of the original recorder;

Third, the handling process
(1) delegated collection
1, the payee should fill in the entrusted collection voucher by mail or wire transfer and sign it. Submit the entrusted collection voucher and related debt voucher to the payee's bank.
2. Review whether the entrusted collection vouchers and related debt vouchers comply with relevant regulations.
3. Send the entrusted collection voucher and related debt voucher to the payer's bank for entrusted collection.
(2) Payment
1. The payer shall notify the bank in writing to pay within 3 days after receiving the notice. If the payer fails to notify the bank of payment within the prescribed time limit, it shall be deemed as agreeing to pay, and the bank shall transfer the money to the payee when it starts business on the morning of the fourth day after the payer receives the notice.
2. When the bank handles the transfer, if the payer's deposit account is insufficient to pay, it shall issue a notice of unpaid amount to the payee through the entrusted bank. In accordance with the provisions of the relevant measures, if the debt certificate is deposited in the payer's bank, it shall be mailed to the entrusted bank together with the unpaid notice and forwarded to the payee.
(3) Refusing to pay
1, if the payer needs to refuse to pay the money entrusted by the payee after reviewing the relevant debt vouchers, he may refuse to pay.
2. If the payer is a bank, it shall, within 3 days from the day after receiving the entrusted collection and debt certificate, issue a refusal certificate to the entrusted bank and forward it to the payee together with the relevant debt certificate and certificate.
3. If the company is the payer, it shall issue a refusal certificate within 3 days after the payer receives the notice, and if it holds a debt certificate, it shall be sent to the payer's bank. The bank will send the refusal certificate, debt certificate and related documents to the entrusted bank (payee's bank) and forward them to the payee.
