China CITIC Group is the earliest and largest state-owned enterprise group in China that uses foreign capital to engage in production, finance, trade and economic and technical services, directly under the State Council. The central enterprises of ministerial units are only CIC, CITIC Group and Railway Corporation. According to relevant regulations, ministerial-level units are the highest-level administrative agencies and enjoy corresponding powers and status.
