Article 1 In order to standardize the management of urban water supply, ensure urban life, production and other water use, and safeguard the legitimate rights and interests of water supply units and users, these Measures are formulated in accordance with relevant laws and regulations and combined with the actual situation of this province.
Article 2 These Measures shall apply to the water supply and related management activities in urban planning areas within the administrative region of this province.
Article 3 Urban water supply shall follow the principles of comprehensive utilization, ensuring safety and saving water, giving priority to ensuring domestic water, and making overall arrangements for production water and other water.
Encourage qualified areas to develop integrated urban and rural water supply.
Article 4 Urban water supply is an important public utility closely related to people's livelihood and a public service that the government should provide and guarantee.
The people's governments at or above the county level shall incorporate urban public water supply into the national economic and social development plan, strengthen financial investment in water source protection and water supply infrastructure, and encourage the research, development and popularization and application of new technologies, new processes and new equipment for water supply.
Fifth provincial people's government housing and urban construction departments responsible for the province's urban water supply and water management. The competent department of urban water supply determined by the people's government of a city or county (city) divided into districts shall be responsible for the management of urban water supply and water use within their respective administrative areas. Health, ecological environment, water administration and other relevant departments shall, in accordance with the division of responsibilities, do a good job in urban water supply and use.
The Town People's Government is responsible for the organization, coordination and guidance of water supply and water use within its administrative area.
Article 6 The competent department of housing and urban construction of the provincial people's government and the competent department of urban water supply of the people's government of a city or county (city) divided into districts shall formulate an emergency plan for urban water supply, improve the emergency support capacity of water supply, and deal with water supply emergencies.
People's governments at or above the county level shall regularly organize different levels and types of water supply emergency drills.
Article 7 All units and individuals have the right to use urban water supply that meets the national sanitary standards for drinking water, and have the obligation to protect drinking water sources, water supply facilities and save water.
Any unit or individual has the right to inquire about the water quality information of urban water supply to the competent department of urban water supply and the competent department of health of the local people's government, and the inquired unit shall provide it truthfully.
Chapter II Water Source Protection and Water Quality Management
Article 8 The people's governments of cities and counties (cities) divided into districts put forward a plan for the delineation of drinking water source protection areas, which shall be submitted to the provincial people's government for approval, and clear geographical landmarks and obvious warning signs shall be set up at the boundaries of drinking water source protection areas. The people's governments of cities and counties (cities) with districts shall formulate measures for the protection of drinking water sources.
Ninth urban water supply sources should give priority to the use of surface water sources, and strictly control the use and protection of underground water sources.
Within the coverage of urban public * * * water supply pipe network, if groundwater is used as its own water source, it shall be closed within a time limit and its water intake permit shall be cancelled according to law. If it is really necessary to build a new self-provided water source for water intake, the water administrative department shall, after soliciting the opinions of the urban water supply department, go through the formalities for water intake permit according to law. After the urban public water supply network meets the requirements, the people's governments at or above the county level shall order it to immediately close its own water sources, and the water administrative department shall cancel its water intake permit.
Article 10 The water quality of urban water supply shall conform to the national sanitary standard for drinking water.
The competent department of urban water supply of the people's governments at or above the county level shall be responsible for the daily supervision and management of water quality within their respective administrative areas, and the competent department of health shall be responsible for the sanitary supervision of drinking water.
Water supply units shall submit water quality reports and test data to local urban water supply departments every week.
Eleventh people's governments at or above the county level shall strengthen the monitoring, supervision and inspection of the environmental quality of drinking water sources, establish an online water quality monitoring system, and regularly publish water quality information. If it is found that the water quality does not meet the relevant national standards, emergency measures shall be taken and the water supply unit shall be notified in time.
Water supply units should do a good job in monitoring the quality of raw water. If it is found that the quality of raw water does not meet the relevant national standards, emergency measures shall be taken in time, and relevant departments such as ecological environment, sanitation and health, water administration and urban water supply shall be reported at the same time, and relevant departments shall take immediate countermeasures.
Article 12 The competent department of urban water supply of the people's government at or above the county level shall establish a water quality supervision system for urban water supply, focus on monitoring the water quality management and production process of water supply units, and supervise the rectification of unqualified water supply units.
The competent department of urban water supply of the people's government of a city or county (city) divided into districts regularly conducts water quality supervision every year, and reports the inspection results to the government at the same level and the water supply department at the next higher level, and regularly publishes water quality information.
Thirteenth people's governments at or above the county level shall strengthen the monitoring of drinking water hygiene and regularly publish the monitoring information of drinking water hygiene.
Fourteenth water supply units shall establish and improve the water quality testing institutions and systems, and conduct water quality self-inspection in accordance with the water quality testing items, frequencies and methods determined by the national sanitary standards for drinking water and the relevant provisions of this province; Can not self-check the project, entrusted with the corresponding qualification of water quality testing institutions for testing.
