The second overall plan after the founding of the People's Republic of China is the construction of industrial planning materials.
Self-ordering
Just after the European War, the author began to study international cooperation to develop China's industry, and formed these six plans. Gai wanted to use the large-scale machines and completely organized labor in wartime to promote the development of China industry and become the rapid progress of our people. And help solve the post-war labor problems in various countries. There is nothing like the long-term struggle of people all over the world. As soon as they heard about it and discussed it, they lost their will at night and wanted to restore the original state before the war. Not only the soldiers from other places were disbanded one after another, but also the factories on the road behind were resting at the same time. The general trend is overwhelming. Therefore, although three wise politicians want to approve our plan, there is no way to keep their wartime industries and serve China. I missed a good opportunity to advance by leaps and bounds, and he fell into an economic panic, which has not happened yet. It suffered more than in wartime. In the future, all countries want to restore the pre-war economy, especially to develop China's wealth to remedy their own poverty. However, the development of China Fuyuan has become the biggest problem in the world today, not only for the benefit of China. Only the right to development will exist if you exercise it on me, and you will die if you exercise it on people. Since then, the key to China's survival is one thing in the development of this industry. If I want to exercise this right to development, I must have this knowledge. If China people want to have this knowledge, they should read this book, especially when they are familiar with it. From then on, we will draw inferences from others and draw inferences from others. The control of ordinary people is in my hands, so that we can cope with the current world economic situation, change the nature of competition among other ethnic groups and achieve the rule of great harmony.
This book is the general policy of industrial planning and only the general policy of the national economy. As for the detailed scheme of its implementation, it must be investigated by well-known experts and approved by scientific experiments before it can be engaged. Therefore, when there are various changes and improvements in the proposed plan, the reader is lucky and will not regard this book as an unchangeable theory.
The manuscript of this book is in English, the first chapter, the second, third and fourth plans, Liao's first plan, Lin Yunchang's fourth, sixth plan and conclusion, and Ma's fifth plan. Hereby, I will do it.
Sun was born in Guangdong and Beijing on October 10th.
The first plan
China's industrial development should be carried out in two ways, one-man enterprise and two-country operation.
Before discussing the national business development plan in detail, we should pay attention to four principles:
First of all, we must choose the most favorable way to attract foreign investment.
Second, what the citizens need most.
At least three must resist.
Fourth, we must choose the right location.
According to the above principles, the plan is as follows:
Building a northern port in Zhili Bay.
Second, a railway system was built, starting from the northern port and ending at the most northwest end of China.
Third, colonize Mongolia and Xinjiang.
Fourthly, dredge the canal, connecting the northern and central canals of China and the northern ports.
5. Develop Shanxi coal and iron resources and build an ironmaking and steelmaking plant.
The above five departments are a plan, and the covers are interrelated. One of them is beneficial to the other. The construction of northern port is used as the source of international industrial development plan; This is also the key to the communication between China and the world. This is the center, the other four things are secondary.
The second plan
Dongfang Port is the second planning center and Beigang Port is the first planning center. Therefore, the second plan, also as five, namely:
Oriental port.
2. Harness the waterways and banks of the Yangtze River.
3. Construction of inland commercial ports.
Improve the existing waterways and canals of the Yangtze River.
5. Establish Damin Soil Factory.
The third plan
The main point of the third plan is to build a large port in the south, thus completing the third-class seaport in China mentioned in the first part of the international development plan. Our southern port is of course Guangzhou. Guangzhou is not only the commercial center in the south of China, but also the largest city in China. Until modern times, Guangzhou was the largest city on the Pacific coast and the commercial center of Asia. China and developers, Guangzhou will restore its former importance. Focusing on this metropolis, I have formulated the third plan as follows:
Build Guangzhou into a world port.
Second, improve Guangzhou waterway system.
Third, the construction of the southwest railway system in China.
Construction of coastal commercial ports and fishing ports.
The fourth plan
In my first and third plans, I have written in detail about our southwest railway system and northwest railway system. The former aims to immigrate to the vast no-man's land in Mongolia and Xinjiang, absorb the population along the Yangtze River and develop the northern ports; The latter opened up the mineral wealth in the southwest of China and developed the southern port of Guangzhou. In addition, there are many railways that make the whole country develop quite well. Therefore, in the fourth plan, I will elaborate on the100000 mile railway proposed in the introduction of the international development plan, with the following purposes:
Central railway system.
2. Southeast Railway System.
Northeast railway system.
Fourth, expand the northwest railway system.
Five plateau railway systems.
6. Establish a factory for manufacturing government vehicles and trucks.
Northeast Third Railway System
This system includes the whole of Manchuria and parts of Mongolia and Zhili provinces, with an area of about 500,000 miles and a population of about 25 million. Its area is surrounded by mountains on three sides, but it is open to the south and reaches Liaodong Bay directly. Among these three mountains, the depression has become a vast and fertile plain, with three rivers running through it, Nenjiang River in the north, Songhua River in the northeast and Liaohe River in the south. China used to regard this state as a desert, but only after the establishment of the Middle East Railway did it know that it was the most fertile land in China. The soybeans produced here can be used as food for the whole of Japan and part of China. This kind of soybean is a wonderful product, which contains the most abundant protein in plants, and was invented by China people long ago. It has been used as a substitute for meat for thousands of years. From this kind of soybean, we can put forward a kind of soybean milk, the quality of which is equivalent to that of milk, and then use this kind of soybean milk to make various foods. This kind of food has been proved by modern chemists that its meat content is particularly rich than meat. Both China and Japanese use it as meat and milk, but I don't know when it started. Recently, food management officials of European and American governments have paid great attention to this kind of goods used to replace meat. Therefore, the export of this soybean in Europe and America is increasing day by day. From this point of view, Manzhouli Plain can really be regarded as the origin of soybean supply in the world. Besides this kind of soybean, this plain also produces many kinds of grains. As far as wheat is concerned, it is enough for eastern Siberia. As for the mountains, forests and minerals in Manzhouli, they are the richest, and gold mines are also the most prosperous.
Laying a railway in this area has proved to be the most beneficial cause. At present, the established railway runs through this rich area and has three main lines. For example, the Jingfeng line is the most prosperous railway in China; Japan's Nanman Railway is also the most profitable route. The Middle East Railway is the most prosperous part of the Siberian system. In addition, there are several routes planned by the Japanese. In order to develop this rich area in turn, it is necessary to lay a network railway, which is enough.
Before talking about the branch line of this network railway, I think we should first set up a railway central area, just like a spider's nest is to a spider's web. I also call this central railway area "East Town". When this East Town is located in the southwest of the intersection of Nenjiang River and Songhua River in the southwest of Harbin 100, it will become the most favorable location in the future. This new city can not only become the center of the railway system, but also become an important place for land and water transportation when the canal between Liaohe River and Songhua River is established.
As the planned new town "Dongzhen" is the central area, I plan to build the following lines:
Tiandong Town, Huludao Line.
Dadong Town Beidagang Line.
Dong Xuan Town Duolun Line.
Huangdong Town Passenger Line.
Yudong town Mohe line.
The Colfen Line in Zhou Dong Town.
Raohe line in hongtong town.
Yanji line in huangdong town.
Nitto mayor white line.
June Huludao Jehol Beijing Line.
Camp Huludao Krulen Line.
Hulu Lake Hulu Line.
Chen Huludao Andong Line.
Sumo River Suiyuan Line.
Lehumashi perimeter.
Zhang Wusuli Tumen River duck green coastline.
Leng Jiang Duolun Line.
Ledger Cordo Bojland Line.
Yilan Jilin line in summer.
Duolun Line to Jilin.
Shoreline of Yalu River in Zhangwusuli Tumen
This is the second line of the outer semicircle. Continue with the first line from Suiyuan, follow the Wusuli River, pass through Gaolan, Fu You and Kang Min, and reach Raohe River, so this line meets the last stop of Raohe Line in Dongzhen. Southbound from Raohe River, parallel to the Russian-Ukrainian railway to the east of Wusuli River, and direct to Hulin. After arriving in Hulin, leave the Russian line, turn west and follow Muling River to Mishan County in the northwest corner of Xingkai Lake. From here to Ping 'an Town, turn south, cross Harbin Vladivostok Line at Xiaosuifenhe Station on the border until Dongning. After arriving in Dongning, they went south one after another, along the national border until the intersection of Wudaogou and Sidaogou. Then turn west, go to Hunchun, and then go to Yanji in the northwest, thus meeting at the Huining Jilin Line in Japan. From Yanji along the Japanese line to Helong, from the Japanese line, from the left bank of Tumen River to the southwest, through the watershed, into the Yalu River Valley, where it meets the white line of Dongchangchang. If it takes too long, turn west and northwest, and follow the right bank of Yalu River to Linjiang. At that time, it was southwest again, or along the right bank of Yalu River to Ji 'an County. Then go straight to Anton along the right bank of Yalu River, where it joins Fengtian Railway. After Anton, go to Dadonggou at the mouth of Yalu River, and follow this coastline to Dagushan and Zhuanghe. Then turn west, pass Pingxitun and Fangdian, reach Wujiatun, and meet Nanman Railway. The distance of this line is about 1 100 miles, and it is along the border of southeast Manchuria from beginning to end.
Jiang Hanlin Duolun Line
This is the third line of the semicircle outside the central area of Dongzhen Railway. It is connected with the branch line in the south of the central area. This line starts from Linjiang in the southwest corner of Yalu River. From here to the mountainous area, pass through Tonghua, Yingjing and Fushun, reach Fengtian and cross the Nanman Railway. So this line runs from Fengtian and Jingfeng lines to Xinmin. From here, cross the Huludao line in Dongzhen, turn to the northwest, pass through Xinlitun and reach Fuxin. This line passes through Fuxin, enters the mountainous area in the upper part of Liaohe River Basin, and goes straight to Chifeng, passing through numerous small villages and tents, all of which are large pastures. This route starts from Chifeng, passes through Sanjiadian, Princess Mausoleum, Swallow and other places, passes through Yinhe Valley to Famu Valley, and then follows Tugen River to Duolun Noor. This line is 500 miles long.
The fifth plan
The first four plans not only focus on the development mode of key and basic industries, but also discuss the need for external assistance to help the development of industrial headquarters.
According to modern civilization, there are five material elements of life, namely, ready-to-eat, clothing, shelter, transportation and printing. I have decided that this plan is as follows:
1. Grain industry.
2. Clothing industry.
Three-bedroom industry.
4. Mobile industry.
5. printing industry.
Unfortunately, after P.S. bandits came to power, all the achievements and systems of the Republic of China were obliterated!
