The background of commodity trading
Promoting the development and opening up of Tianjin Binhai New Area is a major strategic deployment made by the CPC Central Committee and the State Council from the overall situation of China's economic and social development. The State Council's Opinions on Promoting the Development and Opening-up of Tianjin Binhai New Area (Guo Fa [2006] No.20) clarified the great significance, guiding ideology, functional orientation and main tasks of promoting the development and opening-up of Tianjin Binhai New Area, and approved Tianjin Binhai New Area as a national comprehensive reform pilot area. In the Overall Plan of Comprehensive Reform Experiment of Tianjin Binhai New Area approved by the State Council, Tianjin is explicitly required to "accelerate the construction of modern market system. Give full play to the role of the northern gateway to the outside world, accelerate the construction of large-scale commodity trading markets such as petrochemicals, coal, steel, cotton and grain, and explore commodity forward contract trading business in accordance with the requirements of building Tianjin into a northern international trade center. " In order to implement the strategic deployment of the CPC Central Committee and the State Council and accelerate the development of Tianjin's modern service industry, with the care and support of Tianjin Municipal Party Committee and Municipal Government, Tianjin Municipal People's Government initiated and approved the establishment of Tianjin Bohai Commodity Exchange (Tianjin Zhengban Letter No.20096). In order to ensure the healthy, standardized development and market function of the exchange, the Tianjin Municipal People's Government has formulated and promulgated the Interim Measures for the Supervision and Management of the Trading Market of Tianjin Bohai Commodity Exchange (J.F. [2009] No.32), and established the Market Supervision and Management Committee of Tianjin Bohai Commodity Exchange headed by the municipal leaders to regulate, supervise and guide the commodity trading activities of the exchange, dealers and exchanges.
