According to the Supplementary Opinions of the People's Government of Henan Province on Strengthening Coal Mine Safety Production (JUNG WOO [2011] No.40) and the requirements of relevant regulations, Henan Province carried out the first accountability for the "3.2 1" coal and gas outburst accident in Changhong Company of Liyuan Mine of China Pingmei Shenma Group.
1. Ordered Henan Changhong Mining Company to stop production and rectify immediately from the date of the accident, and resume production only after the provincial government passed the inspection.
Second, according to the cadre management authority, he was ordered to remove Zhao, the chairman and general manager of Henan Changhong Mining Co., Ltd., the secretary of the general party branch, the deputy general manager in charge of safety, Xie Kazi, the deputy general manager in charge of development and excavation, and Wang Wuli, the chief engineer; Liu, the mine manager and party secretary of Liyuan Mine, was removed; Wang Luhe, chairman and party secretary, general manager and Zhang, chief engineer of Coal Industry Co., Ltd. were relieved.
3.20 14 On April 4th, the Party Committee of the Provincial State-owned Assets Supervision and Administration Commission issued the Notice of the Party Committee of the Provincial State-owned Assets Supervision and Administration Commission on the Suspension of Comrade Zhang Jinchang (Henan State-owned Assets Supervision and Administration Commission 14), and decided to suspend the inspection of Comrade Zhang Jinchang, deputy general manager of China Pingmei Shenma Group.
Four. On April 20 14 10, the Henan Provincial Party Committee issued Yu Wen [2014] No.61,and decided to suspend the inspection of the general manager of China Pingmei Shenma Group.
5. According to the regulations, the provincial party committee admonished the chairman and party secretary of China Pingmei Shenma Group.
Six, the first responsibility of the relevant personnel and responsible personnel should be given disciplinary action, according to the accident investigation results, by the discipline inspection and supervision organs, appointment and removal organs to give corresponding disciplinary action. If a crime is constituted, criminal responsibility shall be investigated according to law.
Seven, according to the accident investigation results, by the relevant departments in accordance with the law and regulations of Henan Changhong Mining Company and its main person in charge of economic punishment.
After the "3.2 1" major coal and gas outburst accident in Henan Changhong Mining Company, China Pingmei Shenma Group learned from a painful experience, deeply reflected and acted quickly, and issued the Emergency Notice on Strengthening the Safety Management of Outburst Prevention Face. The 17 coal and gas outburst dangerous heading faces belonging to the Group Company all stopped heading, which verified the pertinence, effectiveness and reliability of the current outburst prevention measures. By analogy, the measures, on-site management and safety protection facilities of all outburst prevention coal mining faces and non-outburst heading faces are comprehensively investigated and rectified to evaluate the safety and controllability of the working faces. At the same time, led by the leaders of the group company, special inspections were carried out on the coal and gas outburst mines and mines with complex hydrogeological conditions, five working faces were stopped for repair, and four cases were investigated for responsibility.
